This page collects the guides we write for Phoenix homeowners: what a bathroom costs, when the city wants a permit, and why the water here is hard on fixtures. Start with the cost page.

01Costs
What does a remodel cost in Phoenix?
Published figures put a midrange bathroom remodel in Phoenix at $23,627 in job cost, with $18,669 recouped at resale, 79%, according to the JLC 2025 Cost vs. Value report (opens in a new tab). A national cost guide puts the national average at $12,153, with a normal range of $6,651 to $17,660. The 2 figures measure different scopes in different markets, so they are not a like for like comparison. Published market ranges, not a quote: the final price is set after an on-site assessment. Our Phoenix bathroom remodel cost guide takes the line items apart, and the cost page lists ranges by scope.

02Permits
Does a remodel need a permit here?
Most do, once the work reaches plumbing, electrical or structure. The City of Phoenix reviews residential remodel permits through Planning and Development, and minor work may be handled over the counter instead of a full plan review. That is not the same as no permit. A bathroom where the drain stays put, the fan stays on its existing circuit and no wall moves is a different submission from one where a tub becomes a shower with a new drain line. The city asks for 2 sets of building plans at the residential permit counter. The submittal decides the path. Read the permit walkthrough, then check the scope against the remodeling scopes.
03Good to know
Why is Phoenix water hard on bathrooms?
Phoenix water runs 172 to 302 ppm total hardness, or 10 to 17.6 grains per gallon, depending on where you are in the system. That is hard enough to leave scale on glass and fixtures, and the city's own report notes scaling on faucets and showerheads. In a bathroom, the damage shows up on the shower door, the grout and the aerator. Glass with a protective coating helps, but the real fix is drying the walls after use and cleaning with something that dissolves calcium instead of something that smears it. A softener helps the whole house. A spot resistant finish buys time. Hard water and Phoenix bathrooms covers fixtures and grout in detail.

04Bids and scope
How do you compare bids on the same scope?
Put the bids against the same written scope and compare them line by line. Check what each one includes, what it excludes and which allowances cover tile, vanity and fixtures. A cheap bid with no dumpster, no permit and no glass is not cheap. The remodeling scopes list the pieces a bathroom scope can include.

Questions people ask
Still have a question? Call (747) 243-2089 and describe the bathroom.
01What do these guides cover?
Scope, sequence and the parts of a Phoenix bathroom that fail: drains under slabs, fans vented into attics, glass nobody dries. A figure here names its source.
02Do the figures apply to Mesa?
The construction logic travels. The numbers and the permit office do not. Mesa bases fees on estimated construction cost, Scottsdale runs remodels through its One Stop Shop, and water hardness changes by city. Check your city page before you budget.
03Do these figures work for a rental?
The figures work for a rental with a different finish list. A rental gets porcelain instead of stone, a stock vanity and a tub surround instead of tile and glass. That scope changes the number more than the tenant does. A written scope shows the finish list.
04Where do I start with a small bath?
Measure the room, then decide whether the layout stays. A small bathroom is usually a finish and fixture job, not a framing job, which keeps it in a lower band. Read the cost page first, before you pick the tile.
