Bathroom Remodeling Across Metro Phoenix
The Valley is not one housing market. A bathroom in Arcadia, a bathroom in Desert Ridge and a bathroom in Mesa can look similar on a floor plan and still need different permits, materials and repairs. This page points you to the local notes for each area.

Phoenix
- PhoenixPhoenix bathrooms come from 2 different eras: older central neighborhoods and the newer growth on the north side.
- ArcadiaArcadia is a Phoenix neighborhood where the houses are low, the lots are wide and the bathrooms are often the smallest rooms in the house.
- BiltmoreMany Biltmore bathrooms sit in mid-century houses where the original layout often fights the way people live now.
- Desert RidgeDesert Ridge is a master planned part of north Phoenix, and many of its bathrooms came from a production builder.
- AhwatukeeAhwatukee is a master planned village at the base of South Mountain, and its older sections often still carry the finishes a builder chose decades ago.
Northeast

- MesaMesa spreads from an 1878 townsite into subdivisions that reach the east valley edge, and the bathrooms change with it.
- TempeTempe has two bathroom problems that show up over and over: small rooms near downtown and water that leaves marks on everything.
- ChandlerChandler covers a lot of ground, from older central blocks to new subdivisions on the edge, and the bathrooms differ as much as the houses.
01Service area
What areas do you serve in metro Phoenix?
We serve Phoenix and the surrounding communities of Mesa, Scottsdale, Paradise Valley, Arcadia, Biltmore, Desert Ridge, Ahwatukee, Tempe and Chandler. The list is deliberate. Each area has its own building department, its own water profile and its own housing stock, and those differences change the scope. Phoenix alone covers a huge footprint, from older central neighborhoods to newer communities in the north. If your address is outside these areas, ask before you assume. The answer depends on the permit jurisdiction and the size of the project. Send the cross streets to confirm coverage.

Which Phoenix neighborhoods does this site cover?
The Phoenix coverage includes Arcadia, Biltmore, Desert Ridge and Ahwatukee, plus the broader city. Those four areas are different enough to have their own pages. Arcadia has ranch homes on large lots and early rural estate development, which the city's historic survey documents. Biltmore takes its name from the Arizona Biltmore, which opened in 1929, and the surrounding housing includes mid-century homes. Desert Ridge is a master planned area in the north governed by a specific plan. Ahwatukee is a master planned, single family village near South Mountain. The City of Phoenix reviews residential remodels through its Planning and Development Department, and minor work may be issued over the counter (City of Phoenix (opens in a new tab)). The neighborhood page for each area covers the local details.

What changes when the project is in Mesa or Chandler?
Mesa and Chandler each run their own building department, so the permit path is local, not countywide. Mesa's residential construction process includes plan review, fees based on estimated construction cost and inspections. Mesa water runs about 12 grains per gallon in the City Zone and about 16 grains per gallon in the Eastern and Southern zones, which changes how glass, grout and fixtures age. Chandler publishes a homeowner permit manual with a remodeling section and reports total hardness of 173 to 288 milligrams per liter, or 10.1 to 16.8 grains per gallon. Those numbers help decide whether a matte tile and a sealed grout are worth the upgrade, and how often a glass shower needs a squeegee. The Mesa and Chandler pages cover the local permit steps.

What changes in Scottsdale and Paradise Valley?
Scottsdale and Paradise Valley are separate jurisdictions with different rules. Scottsdale lists remodels and additions among the projects that require a permit and runs its permit services through the One Stop Shop. Scottsdale water reports 13 to 17 grains per gallon, or 215 to 290 milligrams per liter, depending on the area. Paradise Valley is a town, not a city, and it has its own Building Division. The town reviews plans, issues permits and inspects work, with submittals and payments accepted before 3:30pm and inspectors available from 7am to 2pm. Paradise Valley also has two sewer providers and many properties on septic, which matters before a bathroom layout moves a drain. The local pages cover the details.

What changes in Tempe or Ahwatukee?
Tempe and Ahwatukee sit on opposite sides of the Valley and have different housing. Tempe grew from a canal farming settlement named in 1879 into a city around the university, and its older neighborhoods can have compact bathrooms and mature trees. The City of Tempe Building Safety Division handles residential remodels and permits. Ahwatukee is a master planned, single family, low rise village near South Mountain, with a quieter feel and a different housing mix. Older homes in either area can hide galvanized pipe, undersized wiring or a fan that never vented outside behind the wall. Ask which utility serves the address before choosing a water softener or a filtration system. The local pages explain what to check before demo.
06Service area
Does the site cover the surrounding smaller communities?
The service area is built around the 10 areas listed here, not every town in Maricopa County. If you are in a smaller community near one of those areas, ask. The answer depends on the permit jurisdiction. A project in Carefree or Cave Creek, for example, may be outside the core area even though it is in the north Valley. The same goes for the far southeast Valley and the west Valley. If the address is outside the list, the first question is which building department reviews the work.

07Good to know
How do you confirm coverage for an address?
Send the address or the nearest cross streets, the year of the house and 2 or 3 photos of the bathroom. That confirms the city or town, the permit jurisdiction and whether the project fits the service area. The year matters because it hints at the plumbing, the wiring and the original ventilation. The photos matter because a bathroom that looks standard can have a cast iron drain, a window in the shower or a floor that was never waterproofed. The confirmation is a coverage and scope check. If the address is in a gated community or an HOA, mention it, because the design review can add a step.

Questions people ask
Still have a question? Call (747) 243-2089 and describe the bathroom.
01Do you serve the entire Phoenix metro?
The core service area is Phoenix plus Mesa, Scottsdale, Paradise Valley, Arcadia, Biltmore, Desert Ridge, Ahwatukee, Tempe and Chandler. Smaller communities outside that ring are handled case by case, depending on the permit jurisdiction.
02Does a range need a site visit?
A phone conversation covers which published range applies and what the likely permit path is. A real number for your bathroom needs measurements and a look at the existing conditions.
03Who is responsible for the permit?
That depends on the contract and the jurisdiction. Permit responsibility belongs in the written scope, and the permit is closed out after the final inspection.
04Are HOAs and gated communities covered?
They are covered when the community allows the work. HOA design review can add a step and a timeline, so send the community rules or the architectural request form before the scope is final. Some communities restrict exterior changes, not interior bathroom work.
